ER2014: publication of draft subsector guidance for familiarisation and comment

HSE has been working with a variety of industry groups to produce more detailed guidance specific to each subsector; its aim being to provide guidance on specific approaches to control.

This guidance has now been published, in draft, on the ELR community for familiarisation and comment.

The deadline for comments is 2nd December 2014.

In line with HSE’s wider guidance structure, the guidance to ER2014 is split into 3 levels.

Level 3 – Overarching guidance, providing the fundamental objectives for explosives operations that everyone should achieve and guidance on how to achieve them

Level 2 – Subsector guidance, providing guidance on subsector specific approaches to control.

Level 1 - Entry level guidance which is basic information intended as a starting point for those whose operations are easily defined with easily defined controls. For example risk assessment checklists

HSE has been working with a variety of representative groups to produce more detailed guidance specific to each subsector of the Industry; its aim being to provide guidance on specific approaches to control.

HSE has produced and published, for familiarisation and comment, the following draft level 2 sub-sector guidance.

  • Fireworks in retail premises
  • Commercial manufacture and storage of explosives substances and articles
  • Wholesale Commercial storage of fireworks
  • Professional firework display operator
  • Manufacture and storage of ANBI
  • Pyrotechnic articles in retail and commercial premises
